Now better understood This is the fix for people using the PayPal Standard module with the Points and Rewards Module. It was modified from the PayPal_IPN module and applied to the paypal_standard.php file included in the osC release v2.2 rc2a. It has been tested to apply new points to products you purchase via PayPal and to deduct points if used in an order. Just apply this diff to your stock file and you are good to go.
